Yang Shihao, vice president and member of the Leading Party Members’ Group of Sinochem Holdings and president and deputy Party secretary of ChemChina, attended the meeting and delivered an important speech, with relevant personnel of the Strategy and Execution Department and the Integration and Synergy Department of Sinochem Holdings being present at the meeting. Hao Zhigang, Party secretary and chairman of Bluestar, made work arrangements at the meeting. Heads of the Health, Safety and Environment Department and the Production and Operation Office of Bluestar summarized HSE and production and operation in H1 2021 and reported relevant tasks in the second half of the year. Also attending the meeting directly or remotely were all workers of Bluestar headquarters, managerial teams of subsidiaries and other enterprises under Bluestar, and regional heads of overseas companies in China.
In the first half of 2021, Bluestar implemented the strategy of merge and reorganization of Sinochem and ChemChina, adhered to the Party’s leading role and resolved to reform. Led by the philosophy of “in science we trust”, the enterprise practiced the “ten actions”, thoroughly put in place the three-year action of the SOE reform and stepped up efforts to prevent and control the epidemic without relaxation. It strengthened safety and environmental protection, did strategic planning, pursue operational excellence, and vigorously responded to losses and difficulties. Bluestar prevented financial risks, expedited technological research, promoted transformation of human resources and strengthened Party building. Through the efforts, it achieved excellent performance in operation.
Mr. Yang Shihao fully affirmed the H1 work of Bluestar and put forward requirements in multiple aspects such as Party building, workplace safety, industrial chain layout, digital transition and delicacy management. First, all should improve their political stance and make contributions to the reorganization of Sinochem and ChemChina. All workers should understand the mission and vision of Sinochem Holdings and give full play the role of Bluestar as the mainstay in the chemical industry. Sinochem Holdings, the only chemical corporation among all central enterprises, should continuously carry out the reform, foster the entrepreneurial spirit, and unleash its vitality at all levels. Second, all enterprises should optimize the industrial chain and serve as the main forces of Sinochem Holdings. They should seize new opportunities, map out the future development of the enterprise from the perspective of Sinochem Holdings, and integrate their development into the overall strategy of the new conglomerate from a higher perspective. They should prioritize what they have specialized in and orderly advance and retreat in the industry. On this basis, they should map out their development, give full play to their distinctive advantages, strengthen the business synergy of upstream and downstream industry chains, and highlight new chemical materials and specialty chemicals as their main business. Bluestar should continue to take the leading role in animal nutrition of life science, sharpen its leading edge of organosilicon materials, engineering plastics and fiber materials in material science, and advance the potential operations of environmental science such as water treatment, seawater desalination and engineering services for environmental protection. Through these moves, the giant enterprise will modernize its industrial chain and supply chain. Third, all companies should put safety first and foster green and sustainable development. Currently, Sinochem Holdings is in the transition period of merge and reorganization. As safety production is the premise and top priority of all tasks, all workers must walk the walk instead of talking the talk. They must deeply understand the extreme importance and serious situation of workplace safety. Relevant personnel should do a good job of HSE management prudentially, improve the intrinsic safety and system and achieve safe, green development. By doing so, all the enterprises should build themselves into eco-friendly ones featuring intrinsic safety and resources conservation so as to contribute to meeting the goal of peak carbon emissions and carbon neutrality. Fourth, all the companies should pursue excellence in development and improve their operation quality. They should strengthen the internal and external synergy of New Sinochem, gain complementary advantages, and deliver results in optimizing process, adjusting structure, reducing cost and increasing efficiency. By improving benchmark and upgrading equipment, they should realign themselves with first-class enterprises and sharpen the core competitiveness of products. Bluestar must make every effort to improve the governance of loss-making enterprises, implement the method of “one policy for one enterprise” and take multiple measures to fulfill its responsibilities. It should double efforts to reduce liabilities, strengthen capital control, and prevent and resolve financial risks in all aspects. During the 14th Five-Year Plan period, Bluestar will accelerate its digital development, conduct digital transformation, and foster the digital system of “R&D, factory, supply chain, marketing, park and management”. By digitalizing management and business, it will be well prepared to win first opportunities in the global chemical industry’s competition. Fifth, Bluestar should adhere to the concept of “in science we trust” and implement an innovation-driven strategy. It should make more investment in innovation, keep pace with the times to develop key & core technologies, commercialize new products and technologies, and create greater value for society, customers, shareholders and workers. Sixth, Bluestar should strengthen the Party building to lead the high-quality development of subsidiaries. All subsidiaries should uphold the leadership of the Party, and unswervingly follow the leadership of the Leading Party Members’ Group of Sinochem Holdings in promoting reform and development. They should further maintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership; have full confidence in the path, theory, system, and culture of socialism with Chinese characteristics; and firmly uphold General Secretary Xi Jinping’s core position in both the Party Central Committee and the Party as a whole and firmly uphold the Party Central Committee’s authority and its centralized, unified leadership. They should bear in mind their responsibility of serving the country and its people, continuously keep enhancing our capacity for political judgment, thinking, and implementation, and improve modern management capability.
Mr. Hao arranged tasks in the second half of the year and demanded officials and workers to focus on new chemical materials and specialty chemicals under the strong leadership of Sinochem Holdings. All the staff should prioritize safety, tighten the epidemic prevention and control, and attach much importance to the anti-pandemic efforts of overseas projects. They should inspect and rectify the safety work of the two chemical enterprises, implement the three-year safety improvement program, and do a good job of responding to extreme weather. Bluestar must make a big push for the environmental rectification project to meet the requirements of peak carbon emissions and carbon neutrality. It should pursue excellence in development, strengthen the judgment of the external situation and economic environment, and do an excellent job in organizing and coordinating production and operation. Bluestar should tap the potential and increase its efficiency, make use of digital means, and take multiple measures to complete the annual budget. It should continuously reduce the three expenses in operation, management and finance. Bluestar must focus on the progress of turning around enterprises and ensure that the target of making up deficits is met. It should continue to follow the principle of reform and innovation, accelerate industrial upgrading, optimize structural adjustment, and facilitate China’s strategy for overseas enterprises. It should implement the three-year action plan for the reform of state-owned enterprises, divest companies without main business and advantageous business and restructure them. Bluestar should increase investment in technological innovation, realign itself with Wanhua Chemical Group, and focus on strengthening the R&D of key & core technologies and products. All enterprises under Bluestar must prevent operational risks, achieve full production and fast sales of products, price products according to the market, and continue to hold down accounts receivable and inventories. They must prevent financial risks, strictly control liabilities, reduce leverage without relaxation, broaden financing channels, and cut financial costs. They should minimize legal risks and deal with various commercial cases. It a must to follow the leadership of the Party in an all-round manner, continue to do a good job in “three commitments”, “three innovations” and “three expansions” according to key points of the annual Party building, and study the Party’s history. Also, Bluestar must lead its high-quality development with high-quality Party building.
An attendee said that, after the merge and reorganization of the two chemical conglomerates, all workers should form the synergy to shoulder their responsibilities and mission, commit themselves to the great undertaking, and implement main arrangements of the merge and reorganization. They should fully put in place the spirit of Bluestar’s work conference in H1 2021, make unremitting efforts to build Sinochem Holdings into a world-class chemical enterprise driven by science and technology and contribute to the high-quality development of China’s chemical industry.
